No. No way should you be inserting a dilating instrument for a stricture at the top of the pouch. You could easily go up the wrong side and perforate the "blind" tip of the J.

what if you were able to get it in the right spot and avoid the blind end? Theoretically would you be able to dialate and inlet structure?

Theoretically, yes. But, unless you own a fiberoptic scope and know how to operate it on yourself, you are essentially "stabbing in the dark."
